Abstract This article argues that Panegyricus Latinus XII(9), a speech performed before Constantine in Trier 313 c.e. following his defeat of Maxentius the previous year, acted as crucial localized act communication to emperor. Through series allusions and careful presentation narrative, orator made case for continued political cultural importance within newly expanded Constantinian empire.
